Turn car ignition on, turn the fan on max. Go back outside, take a flashlight, and the biggest flathead screwdriver you have. Shine the flashlight and find the blower motor. With the other hand, poke the blower with the screwdriver and be EXTREMELY careful.
The BMW dealer said that the blower motor had gone bad. So they had to replace the blower motor and wiring associated with it. Since it was under CPO warranty it got fixed.

Blower Motor won't shut off. After engaging the windshield defroster, the motor now runs continuously, even when the ignition key is removed. Haven't found any way to turn the thing off. All the other climate control functions appear to be working (things turn on and off), yet the blower fan continues to run. I haven't depleted the battery yet

Toughest parts: pushing the plastic clip hard enough to get the FSU out. getting the control motor back in, especially the tops screw - the corner of the motor assembly clips into the trum; getting teh glove box properly installed and lined-up. Total time: 2 days to get the part plus 45 minutes labor.
